MY ANSWER

Okay first up start Linux and click > System > Update Manager and run it (just like Windows Updates) and apply all and install. Linux is not going to work fully until you apply the Updates and also other packages it recommends. It is just like the state of a new Windows PC when you install updates and security patches and like Service Packs. It should be anywhere around a 250M size download. In other words like a new windows pc it is going to take about an hour to get it up to speed and ready to use. (Actually Windows takes a heck of a lot longer like hours and hours - Linux about an hour give or take.)

Now go to System > Software Repository (Install software). In Ubuntu this has been nicknamed Ubuntu Software Center. THIS is where Linux free softwares are listed to install in catagories as there are anywhere around 30,000 or more to use. Just type in webcam in search for available software. One that may get installed automatically is Cheese.

TIP: If you do not find any that suit you also go to System > Synaptics and type in webcam and see any there you can try and probably with more options. (Found a really super duper one there myself).
